MINT mobile from PEP Cell - US-less

i purchased a Mint c***** cell phone from pep cell and had endless problems with it , 6 weeks ago i gave it in for a software problem and was given a new phone on Saturday, it is 2 days later and the phone is again giving the same problem , now it must go in again , why sell phones that cant work properly ??????????????????
