Mess and no order

I went to Pep at Mams mall today and the que was not that long but moving slowly, there where two cashiers. While standing I noticed the shelves where such a mess, chocolates mixed with toys, hangers not properly packed you don't know where to find what, toys on the floor, rails where also not neat there where gaps on some rails. Boxes on the cash desk it showed that house keeping was never done last or for a long time, I stood in question for 30 minutes or so. I asked the cashier why their store was such a mess and she said they where short staffed and I also asked the security where was the manager and he said the manager was out, i thought the store had no manager because of that state.I shop in so many Pep stores and I have never seen such a mess. This is a new mall that has so many nice stores and they are so neat and nice, I was shocked by this store.
