Is this a race issue

Pep stores at Centurion life style centre, either they are just useless, plain spitfull os ******. I purchased a cell c sim card there, they "Rica" the thing, according to them, but the card doesn't work, tyhey did not rica it, last year the samr thing hapened at the same store.
