Force selling to clients, *********!!!

I went to Pep store in City Mall, Klerksdorp, I saw a dress and wanted to layby because my size might run out. When I got to the cashier, she told me that I'm not allowed to layby by one item, it has to be more. Since when was that implimented by pep stores, and where can a customer find such terms and conditions?
