Failure to resolve Rica of Sim cards

About a month ago we purchased 2 Sim cards at Pep, Oakfields. They failed to Rica the cards so I complained to Hellopeter. Pep responded and no resolution was reached but the service agent simply told me to purchase more Sim cards, which I did on Friday. These Sim cards are also not Rica'd.
