Disappointed

My dad bought a cellphone @ Pep Cell in Vangate less than 7 days ago... When we returned the phone to the store as my dad cannot use phone, the phone is very complicated from saving a contact on the phone to sending a text... We were told that unless there was damage or fault to the phone, they cannot take it back nor do an exchange. Was told that he would eventually learn how to use the phone. I pointed out that my dad has gonr to them on more than one occassion from the time the phone was bought and that they should have noticed that he had a problem using the phone. She told me that if they took the phone back, money would be deducted from their salaries. Why is there NO cool off /or change of mind period at Pep Cell????. Is that allowed by law though? Isn't that the same as *****ing?
