Device - bad service

I spoke to a consultant now regarding my device, it does not hard reset and cannot fastboot. The device says system UI stopped and whatever apps I am on or anything for that matter just closes. Is the device faulty does it need repairs, and other issue I was told it takes a month and there are courtesy phones, so I'll be without a device for a month
