Confused

I was at Pep Kempton Park to pay for my Dstv account. I asked the lady at the teller to tell me the amount I had to pay and she refused saying she is not allowed to tell customers the outstanding amount. What confused me was that this was the first time ever hearing this. I always ask for the outstanding amount before paying my Dstv account. Kindly clarify.
