Clients forced to open accounts

I Today I was at the Pep store in Site c Nolungile Plaza Khayelitsha around 10h30 - 11h15am to send money there was one lady on the counter the line was bit slow after I waited the lady over the counter said to me I don't have a Pep card I must go to someone else to open a Pep car I cannot send money without a Pep card shocked I refused to open the card as I already waited so long in the line then I thought let me go Pep Cell and the answer there was they don't do cash send I must return to the clothing store. Is that the new way Pep forcing clients to open accounts.
