cash cellphone ownership dispute

Cash cellphone still belongs to pepkor!!!!

How do I purchase a cellphone cash yet it is still locked by pepkor as their property. That is wrong on so many levels. The phone was purchased 2 weeks ago cash, no contracts or payment plans.
