Bad experience

This morning I went to Pep at Palm Springs Shopping Centre, there was a note that they are doing Stock Taking from 7am to 12 I arrived there at 10 and waited till 12, I wanted to an application for a single pep money card, the cashier was rude I got there and requested a card and she said that she can't help me since they are doing stock taking I therefore asked her to give me a time frame for for when to come back, I went outside for a second when I came back the security was rude and didn't want to let us in, Can they be taught customer ethics.
