Delay on nr plates

We bought our Suzuki s preso, on the 5th of may, but since then we heve been struggling to get our nr plates. The second pair of nr plates expired on the 24 off June. My husband was in a bumper bash and we had trunle with the police and now our insurance. I can’t think it can take this long to wait for nr plates.
