faulty pool installed and never fixed or replaced

We installed a pool last year November and while installing the step collapsed and there is a bubble lifting the floor. They have promised since November 2014 to come fix and now February 2015 and we still hearing the same story of we sending someone. Full payment for installation was done in November so why should they care further. No hand over as per their agreement was done neither so we don't even know how to operate the system properly as it's computerised. Peguin pools is about receiving payment not about quality service
