Pebble City Shocking lack of service

Waited for the office to open more than 40 minutes late. Phoned to hear where the office workers were and if they were opening at all today. The worker answering the phone told me he had personal issues to attend to first and that he did not have to explain his absence to me or anyone. Without giving me a chance to utter a second sentence he hung up.
