PDSA just not delivering to animals

I've been experiencing really bad treatment from the PDSA in my area they supposed to be here twice a week but they fail to show up or show up on time my dog has been ill for weeks now and everytime I take him for treatment they refuse if u do not have cash at hand which are nologer free but at a large sum the cost of deworming is 150r and they admission to hospital fee of 200r and If u do not have cash u and your animal gets turned away which forces u to treat the dog on your own or just let it die due to high costs and bad services this is not a first but it's occurring everywhere wasn't the PDSA supposed to run on donations ?
