No communication nor service delivery despite empty promises to repair construction work

My home build was "completed" by PDS Projects based in George in 2018. Since that time I have completed and sent documented reports to the owner that there are large internal and external cracks from the build that need repair, which he previously committed to doing. At one stage he attended to the internal cracks however the job was not done correctly and merely "patched" so the cracks have resurfaced in the exact same places. I have complained to the owner over 8 times (documented) without resolution. The owner committed on 19 Dec 2022 to attend to the external cracks at his company `s cost however he has not kept nor yet delivered on his promise. He simply ignores emails and text communications for almost a year, leaving the problems to worsen over time. Water is now entering through the cracks and bubbles are forming on the exterior of the house. Failed commitment, empty promises and no service delivery sums up this lack of service delivery. Next step is litigation which must also be for the owners account due to failed commitment.
