Poor service and delaying refund

I ordered a pair of Dressmaking Scissors, on line, and paid accordingly. On the advert it stated that it will be delivered in 15 to 20 days. I paid on the 5th Sept hoping that it would be delivered by 18th, for my wife's birthday. I sent a mail on 17 Sept requesting a delivery date and the reply said that the product is imported and delivery would be 15 to 20 days. I then sent a mail on the 25th Sept asking for delivery. The answer I received was that the delivery is now for 2nd week in October. I wrote back and said that it was unacceptable and that I wanted a refund. They wrote back to me on 15 Oct and said that they will cancel the order and send a refund. To-date nothing.
