PC Link Computers neither delivers nor refunds for purchased products

I ordered an OUSIDE WDXOR laptop battery ([ 11.4V 42Wh] compatible with Dell inspiron 13) on 6 July 2021, which they said would take 10-20 working days to arrive. Until now, I haven't received neither the battery nor the cash refund. I followed up only to be told that the supplier kept changing ETA date & that they would refund me. I've followed up an uncountable number of times now & keep receiving similar emails Garth and now Support saying "Kindly note that we will follow up and revert back to you as soonest. I do apologize for the delay in this matter." The problem is they are not reachable by phone call. Please Pc link refund me my money.
