No REFUND after 6 months

Order number19100. In march I ordered a mop with bucket from Pc computers online. Waiting period was 14 days after about 12 days I received a delivery, which was only the attachment to the mop, no actual mop nor any bucket. In May I still have not received any delivery and after enquiring was advised that they do not have any stock and I will be refunded. I follow up on a weekly bases and at first was advised by Garth that this will be investigated. We in August already and no refund plus now they are not even replying to my emails. 6 months later, how do they still do business?? By looking at the reviews this is their modes operande.....
