Whats is the point of an escrow service that doesn t return your funds?

An item got damaged in shipping. I requested a return which was granted on the 6th Nov. The monies where refunded, although paypal says they need 30 days to transfer the money.

2 months later I am still chasing them for my money. And everytime you send them an email they need 3 days to reply. Great customer service.
