Unhelpful PayPal services

I am extremely frustrated with FNB and their PayPal services. I have cash in my PayPal account that I have been trying to withdraw. I phoned the call center and they cant help me. I phoned PayPal yesterday and a man called Sipho tried to help me. When he could no longer help me he put the phone down on me. Who do I go for help?
