Theft of funds

Good day,

My Paypal account had a limitation placed on it +- 18 months ago. The limitation was supposed to be for 1 year, which has long since passed. I have tried numerous times to contact Paypal, both by mail, and direct phone call, spending thousands in these attempts to get the issue resolved. The last representative I spoke to, plainly told me that the only way to withdraw my funds, is into a US bank account. As a South African, where your services are widely advertised, I find this incredibly hard to believe or understand the rationale behind this. I have since opened a Payoneer US bank account in attempt solve the issue. Even with a US routing number, and account number, each time I attempt to link the account to my Paypal profile, I get an error message (numerous attempts over the last 6 months) It is completely unacceptable & in my view tantamount to theft that Paypal refuses to assist me or find some solution to my issue. This will be my 15th attempt to email, where my previous 14 attempts have not received 1 single useful response. Please escalate this case to upper management, so we can try and resolve the issue!
