Terrible Service

<p>I purchased something on eBay using PayPal as a guest. Item never received and want to claim a refund. There is nowhere on PayPal site that one can do this .... Registered now on PayPal but still cannot register my claim.</p> <p>So much for guaranteed refund in case of a problem!!! Will never use this service again and advise all to be wary!</p>
