Refund refused

I had bought an item from someone and paid him via PayPal. The person was supposed to send the Item and He never did. Now l had contacted PayPal asking for a refund as l didn’t receive the item, they are refusing to refund me since l raised the case incorrectly and I had made them aware several times that I raised the case incorrectly can they please change it. Please help me lm loosing $800 for something l didn’t receive.
