Query re PayPal

I have just been involved in a PayPal transaction whereby I have been paid for an item advertised on Facebook market place The item was shipped and payment was made to PayPal simultaneously. I have not yet received the funds due to me from PayPal and just received the.following email:

Package delivered yet unable to credit your account because you have not yet paid for your service fee. We need you to send the sum of R1,150.00ZAR to our agent Mrs. Bella Roberts through any money market like (PEP) or (SPAR) using your cell phone number as the reference and forward us a full clear picture of the voucher, pin for verification and payment now. Please Note: This service fee is refundable and you will be receiving a stipulated total sum of R3,750.00ZAR in your bank account once the service fee is paid. We are doing this to make sure that you and the buyer have a safe transaction and its our duty to make sure that both parties are being protected. If you have any further questions,please do not hesitate to email us by replying to this email we sent to you. The PayPal team facility does not require the approval of the Monetary Authority Of Singapore. Users are advised to read the terms and conditions carefully.
