Permanent limitation with little to no explanation

I'm extremely dissatisfied with PayPal's responses to my requests about permanently limiting account. I received a request for supplier information, which is not possible to provide since I do not have a supplier of any kind. A few days later my account was permanently limited. After enquiry, they merely said their decision is final because there is potential high risk or *****. This is after a student of mine in Taiwan bought digital products for $21 in total. How is this possible? If, for whatever reason the student is a potential high risk customer, there should be checks and balances in place, a risk rating method, and the purchaser should be reported, I don't understand how my account can be potentially ********** or high risk after such a low amount and a completely clean background. From an AML perspective, this seems absurd. Additional information could have been requested to allay concerns.
