PAYPAL won't help me get my refund

I received a refund from books I ordered but never received. But I never received the money either. I've been trying to sort this out since the first week in June. And they won't respond to messages anymore. It is a lot of money to me, a single mom. How can a company just not care or not help you??? I will NEVER use PAYPAL again!
