PayPal useless support

I have tried to change my paypal personal account to business account so l have a better and easier transactions on my website, they sent me an email asking for some documents which l provided, since then there has been no communication from PayPal. I have emailed them twice, which they supposedly should reply after 24 hours but l did not revive a reply. I live in South Africa, l had to call the U.S number and speak with their resolution center department. The lady says she emailed me the further requirements. I check my emails and nothing comes through, it nowhere to be found not in inbox,spam,commercial or any other folder, she basically said she cant help me as she cant email to any other email address as l have top register it with them. But my email address is perfectly fine, Now my account is restricted, l am losing business and they cant simply help?
