Paypal scram

I made a purchase on the 7 February 2015 on EBAY , Philshobby [URL Removed] , I have not received the item yet, spoke to Paypal on the phone Friday , the Gentlemen just said he cannot do anything , because I made a dispute on EBAY , BUT PAYPAL ACCOUNT SITE ROUTED ME TO DO THAT , SO NOT EBAY NOR PAYPAL IS REFUNDING THE AMOUNT FOR THE PURCHASE , so what Paypal says your traction is safe , is not true
