PayPal reversed payment altough item is already shipped with valid tracking...

We sold a custom made item and shipped it to the US only to have the payment reversed and although we have filled in tracking information paypal reversed the payment. They claim they couldn't track the parcel on UPS but the tracking number is trackable... How does PayPal allow this?
