PayPal poor service

EdI purchased weaves at Vitowigs in China paid to their PayPal account a sum of 25k they sent me **** poor quality I returned them to the address they gave promise full refund, I used 3,800 for return shipping they refused to refund me ignoring my emails. I report to PayPal for refund they refused to help me.
