Paypal - Poor and delayed Refunds

<p>I purchased an iPhone via eBay on 21st September 2016. The funds of $265 were deducted of my account immediately. Next day in the morning 22nd Sept 2016 at 10am, the seller cancelled my order due to stock issues and refunded me accordingly and I also received an email from the seller and eBay with full refund allocated. Myself and seller also kept in contact via ebay communication. </p> <p> </p> <p>Its already 8pm 22nd Sept, where is my credit/refund? I have already committed to purchase another iPhone from another seller who is awaiting payment!!! Why does Pay pal take so long to refund? If I don't receive credit withen next 24 hours I will hold PayPal responsibility to purchase the iPhone. This is totally not acceptable. They debited my account sametime but unable to refund me.</p> <p> </p> <p> </p>
