Paypal oversteps the mark

Is anyone else finding it the devil's own job to retrieve forex payments from Paypal? A Nigerian client made a payment for services rendered using Paypal because the Nigerian Government has banned the use of MoneyGrams and have clamped down on funds leaving the country, period. Paypal then put the funds on hold, I filled in their forms to confirm the nature of the service and that it had been delivered - not that that is any of their business. The funds, paid on 5 November are still on hold apparently until 26 November. Three weeks to access a forex payment?? To Paypal, I say your purpose is to process forex payments not to monitor my business. I gave them 7 hours yesterday to release the funds. They have not done so - no reasons given. There is something very sinister going on in the international banking system.
