Paypal not responding after 48 hours with card limitation

Reference ID: PP-L-*** refers I was trying to set up my visa card on Paypal when they say my account access was temporarily limited. I have sent them everything they want and want to do the verification, yet 48 hours later I still cannot use the card. You cannot email this people, there is no local telephone number and their robots is useless. I need this card to be added to my account as I need to do payments and people waiting for the money.

Please help.
