Paypal not being able to help a customer

I made an online payment in November 2017- I have all the supporting documents to Fat loss lab. Lara Swanepoel was not willing to provide the products I ordered so I requested a refund.... 5 months later, I have contacted paypal directly as well to assist but paypal says they need the seller to raise it.... Please please help.
