PayPal limited account - with no way to contact them and resolve the issue

Registered, everything looked fine. Then with ZERO activity, the account is closed with: "Based on the information we have today, your customers have opened a high number of claims or chargebacks." Trying to resolve it they seem to live by "Avoid the customer at all cost". No way to contact them and get feedback, no way to get resolution. Well - doing a search it seems like it is very common with PayPal.
