Paypal is not refunding

An oversees company refunded my payment months ago. Paypal has still not refunded the money. The company even supp**** the refunding reference number. 4 times when I wrote to Customer service, they responded with the standard 'reply' answer. Not acknowledging my query, not referring to the refunding number, I get no answer. Unbelievable that a company can just ignore your question, and send you gibberish as an answer. I don't suppose they will ever refund the money, since I cannot get through to them.
