Paypal holding my money

Paypal reversed a payment because my shipping address differed from the one on my Paypal account on the 9th of February 2023. On the 13th I got an email from Paypal reporting that the "money is now reflecting ion my Paypal account" The money is still not refunded to my paypal account (14th) and the card I used to pay with also no refund there. I need to pay the vender who has been waiting since the 9th and I do not have the capital to make a second payment without having the funds Paypal debited from me but did not refund. I tried the resolution center and when I clicked on the refund portion I was blocked from continuing as Paypal does not allow correspondence for "refunds" I did update my Paypal address in the mean time and added a second address but what Paypal did was not cool and they could have stopped from from transacting from the start
