PayPal didn't refund my money like it promised.

I purchased items online in July and paid through PayPal but I unfortunately didn't receive them. PayPal promises their customers refunds and I won the case and was promised that refund. The refund was processed in August and I have not received it to date. I have been waiting for 2 months now and when I consult trough their social media platforms they never respond. I contacted them trough their Facebook somewhere in September and they said they will come back to me but they did not. I have been sending emails and texts and now I don't get any response.
