Paypal did not give customer protection as advertised at time of purchase.

I bought a vacuum cleaner and paid through the Paypal portal on 20/10/2020. Paypal advertised how they protected the customer. However, I soon realised that the sale was a **** when I was unable to contact the email given for the company. Although the advert still appeared on Facebook, their website kept changing. I contacted Paypal and they responded that it was a valid transaction. The goods were never received and when I tried to obtain Paypal's assistance again, they say the case is closed and I cannot communicate further with them. Paypal say today (19/05/2021) is the last day I can contact the seller.
