Paypal credit or debit card not activated

I tried several times to activate my debit card with pay pal. Every time that I go into my paypal account. I get one message saying please confirm your card. When I click on the continue button it keep saying that the pay pal debit and credit card confirmation centre is unavailable pls try again later. This is going on like this for the past 72 hrs. How do I do bussiness across the boarder if I can only use pay pal but its never available. I tried to get hold of someone to help me but they contact details are as poor as their services....
