PayPal anything but friendly

I received a notification from PayPal that there was money in my account - that was nearly two weeks ago. I cannot see this money reflected in my account. The site refers you to 'help and contact' which is pat answers for previously asked questions. The email service is permanently unavailable so you cannot get personal service. Where do you go for help - other than phoning the US number which could wipe out your total payment. ?
