PayPal a sham

After getting my first sale on my drop shipping store, I was told that I need a 21 day cooling off period, before any payments can be put into my account. So the client, who bought an item on sale and paid for fast delivery, might either 1. Cancel his order, or 2. Wait TWENTY ONE DAYS PLUS for his order to arrive. Great work PayPal. You've lost a customer.
