***** on my account

I have a problem with my PayPal account. Basically my account is compromised an unknown person gained access on my account and changed all important details which includes my registered email, password and also added their own card details. This is actually a second time this happened which makes me believe there is a big loophole in the security management. I have tried to report to PayPal with no avail as they require you to log in your account first before you can message them. This is a desperate attempt to try and get assistance with the PayPal team to at least close my account.
