HORRIBLE SERVICE FROM PAYPAL!!!

I received money into my PayPal account that i just opened and they immediately set a temporary limitation on it, they asked me to send documents which was sent and then they put me on a permanent limitation for 120 days! Finally when the 120 days was over they told me that they can send it to another PayPal account as long as it is not mine and i have to send a letter of authorisation for them to transfer the funds, i have to date sent about 5 different letter of authorisations and they have been declining each and everyone of them. I could only speak to the customer service lady who constantly tells me to do the same thing over and over i have run out of people with PayPal accounts and still have not received my money, every time I call them it is been escalated, and then declined...I don't understand how on earth you have to fight for your own money! Surely they can remove the limitation so I can transfer my funds into my bank account and finally be done with Paypal but they refuse that even...I'm so defeated I don't know how to move forward with this! The service is horrible
