Holding money Frivolously

Paypal has been holding my funds for almost 20 days stating I need to verify my details on their end in order for my account to be verified. However, the details on my end are updated but they insist my phone number is not confirmed. They've been saying I am unreachable over the phone yet I have seen no missed calls from them. I have been back and forth with support and weeks later they tell me the issue is on their end. My feeling is that they've been using my money to trade or whatever on their end, while giving push back. I am still to have access to my funds while their support agents reply once a day and say the same thing, that I am not available.
