Goods not received money not returned

I purchased a bottle of episoft from episoft global 19 September 2017. I paid R600 for the bottle including express shipping which suppose to take 3 to 5 days. Today is the 19th of November and I still haven't received my products. I emailed paypal and sent several messages to their message box. PayPal emailed me back to say if I dont put my claim through via their site the case will be closed. I claimed several times and there was no response. When I contacted episoft via Instagram, they blocked me off all accounts when I rated their service. I want my money back immediately because this is theft. And PayPal suppose to be a safe way of paying isn't even doing anything about it. I want my full refund.
