Funds stuck in PayPal, I could not access for more than 2 years

I have had $13.82 stuck in my PayPal account for over 2 years due to an unresolved issue. I do not hold a U.S. PayPal account, yet the platform insists on linking to a U.S. bank. I’ve tried adding my South African card to the PayPal Wallet, but it still won’t release the funds.
