EBAY & PAYPAL NOT SAFE!!!

I have purchased Avon Pur Blanca Eau De Toilette 50 ml x4, when I received the box it was empty, I contacted Ebay as they have a Money Back Guarantee policy but no luck they referred me to Paypal and the said the have completed their review and unfortunately are not able to decide this case in my favor. So I did not get my products and did not get my money back...

What is the money back guarantee for... this is *****!!!

IT IS NOT SAFE TO ORDER SOMETHING THROUGH EBAY AND PAYPAL!!!
