Disappointing service

I had such a bad experience with Paypal. I sent R20k to my daughter to help her pay for her Canadian Permanent residency. The amount was 1444 canadian dollars. I could not do the transaction as I selected the wrong platform. When I selected Friends and family it rejected the payment. I phoned my consultant who was very helpful and he said that I must choose the other platfomr for business. It went through and now there is a hold of 21 days. My daughter phoned her consultant from Canada who was extremely unhelpful and told her sorry she has to wait. She needs the money now. He told her to ask for refund back into my account and then retry again and select Friends and Family. She asked him if the whole amount will go back . The 20k and the charges of R750. He said no, only the 20k but he will not charge the interest again. I dont want to even try that because selecting friends and family gift it might give an error message again and the charges might come off again. Why can paypal not just release the money to her now? her paypal email is ***. I am sure that is a simple excercise? I will never use paypal again for sending money. Receiving money I have never had a problem. I hope someone reads this and releases her money. Thank you
